WHAT IS THE ONLINE SERVICES DIVISION?

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
As a Web Producer you will:
Use analytical and evaluative techniques to research web traffic, customer feedback and other metrics using tools such as Google Analytics and ForeSee to identify trends in content production, and website use; provide advice enhancing customer experience.
Identify improvements to the web content management system for ease-of-use and troubleshoot system and content errors. Effectively manages multiple independent projects to maintain a steady flow of productivity with a strict adherence to deadlines and publishing accuracy.
Test and troubleshoot website and web content management system performance as part of system upgrades.
Build, edit, and publish web pages and content blocks using a Dupal-based web content management system; ensure content and design adhere to web standards such as accessibility, plain language, editorial style and other published standards and guidelines.
Consult with appropriate experts, such as designers and developers, to identify and triage content display issues using knowledge of web publishing technologies such as HTML, and web content management systems.
Maintain a content style guide and other appropriate guidance for IRS.gov based on government and industry best practices in website design.
Perform quality assurance testing to validate content updates are accurate and render effectively across browsers and devices before and after publishing.
Communicate orally and in writing with a variety of internal partners and management to inform about potential issues or policy violations.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-09
To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, GS-7. Specialized experience for this position includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites. Experience planning and analyzing policy in the assessment and improvement of management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent. Experience with web best practices including user experience, responsive platforms and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and report problems with appropriate experts, and to follow procedures governing the planning and delivery of web products. Experience with oral and written communication to articulate findings and prepare reports.

You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree in a related field of study at an accredited college or university.
OR
2 full years of progressively higher-level graduate education leading to a degree in a related field of study.
OR
LL.B. or J.D., if related.
SPECIALIZED EXPERIENCE: GS-11
To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, GS-9. Specialized experience for this position includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites. Experience planning and analyzing policy in the assessment improvement of management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent and hand coding HTML markup. Experience with web best practices including user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and resolve problems with appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production. Experience with oral and written communication to articulate findings and prepare reports.

You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.
OR
3 full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study.

LL.M., if related
SPECIALIZED EXPERIENCE: GS-12
To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, GS-11. Specialized experience for this position includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites. Experience planning and analyzing policy in the assessment and improvement of program effectiveness and management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent; and hand coding and troubleshooting HTML markup. Experience with web best practices including search engine optimization, user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and resolve problems with appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production. Experience with oral and written communication to articulate findings and prepare reports.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
