About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the 7th Signal Command, 106th Signal Brigade, Command Section located at FORT SAM HUSTON, TX.

Duties

Identifies and analyzes spending treads, obligations, expenditures and reimbursements. Monitors and reviews accounting records, continuing dialogue and program officials and their staffs, and review of various documentation. Supervises the overseeing of staff. Provides financial advisory services for assigned portions of the command budget.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain the security clearance required of the position.
  • Position requires up to 25% TDY.
  • Overtime may be required during unique situations and or during year end budget closeout.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012,
  • Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Identifies and analyzes spending trends, obligations, expenditures and reimbursements; Monitors budget levels to ensure legal/efficient use of funding; Prepares a variety of reports covering the status of funds, expenses, and obligations; Overseeing or directing the work of others as it relates to budget and policy.
