Duties

WHAT IS THE TAX EXEMPT AND GOVERNMENT ENTITIES DIVISION (TE/GE), EXEMPT DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities, Exempt Organizations and Government Entities, Rulings & Agreements The following are the duties of this position at the full working level. Evaluates assigned programs for efficiency and effectiveness; conducts studies of function's administrative management efficiency and recommends changes or improvements in work methods and procedures; Develops administrative management procedures and systems for function. Works to identify and implement recommendations to improve overall functions, operations, and performance. Is responsible for planning, coordinating, and/or implementing policy and actions to address overall development and sustainment of mission and objective. Assesses alternative approaches to resolving issues and applies knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of assigned programs. Identifies and develops ways to resolve problems or cope with issues that affect the accomplishment of goals and objectives. Conducts fact-finding analysis of issues to identify and clarify problems or relevant issues. Will occasionally make taxpayer contact to assist in resolving issues. Research federal laws, regulations, policies, and procedures to advise on intent and application of concepts and principles to situations. Ensures all programs are fully integrated, organized, and processed efficiently. Coordinates and monitors staff work to identify and resolve problems. Informs supervisor(s) of delays, adjustments in suspense items and priorities or other issues impacting the program as they occur. Manages internal assignments; monitors activities to ensure timeliness, consistency and completeness; and reviews responses, reports, and memoranda to develop consolidated responses on behalf of the organization. Utilizes case management systems to monitor inventory and workload; reviews WebETS to ensure proper reporting. Improves administrative management policies and procedures and maintains necessary liaison essential for uniform interpretation and implementation of administrative management policies. Conducts research of personnel regulations, administrative procedures and policies, and other written guidance relating to a large variety of administrative issues that impact the organization to ensure compliance. Assists and acts in a confidential capacity to the Manager, Determinations Area, who has regular access to confidential labor relations material and management strategies for dealing with union matters such as negotiations or grievances. Attends management meetings where labor-management relations issues are discussed via conference calls or face to face meetings. Plans/Attends management meetings on labor relations issues related to human resources facilities, financial management and security activity. Has advance notice of personnel actions and access to management recommendations on contract negotiations prior to final decision. Performs or assists in performing program or operational reviews, prepares or assists in preparing program evaluations and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Plans and conducts quick reaction studies, analysis, and professional writing outside of the normal channel of staff operations. Provides rapid, incisive, executive level analysis and support to respond to Area Manager's requests for independent perspective. As an advisor in strategic communication, analyzes a wide range of primary source materials to ensure the Area Manager is briefed accurately, objectively informed, and is prepared for decision-making. Leads study groups and/or participates in ad hoc groups to identify and implement recommendations to improve overall functions, operations, and performance.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience identifying, analyzing, and coordinating the integration of data into reports and presentations; Experience providing advice to numerous stakeholders regarding administrative functions such as HR, Payroll, Timekeeping; Experience coordinating services between stakeholders in ensuring cross-functional support activities and initiatives are carried out; Experience conducting analytical studies of processes, operations, and/or services to evaluate program effectiveness and/or to recommend improvements to processes and systems. OR A Ph.D. or equivalent doctoral degree in a related field of study such as business administration. OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as business administration. OR LL.M., if related OR At least 1 year of combined graduate education and experience as defined above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
