About the Position: This position serves as liaison between Operations Division management and the Civilian Personnel Advisory Center and advise Operations Division personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions.

Duties

Serves as liaison between management and the Civilian Personnel Advisory Center (CPAC) and advises Operations Division personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions Prepares initial and mid-year labor budgets for Operations Division. Provides advice and assistance on the processes and procedures of performance systems and the incentive awards and recognition programs. Identifies problem areas, deficiencies, imbalances or other similar factors that can affect performance, customer service and employee satisfaction. Analyzes, evaluates, and develops comprehensive plans to support a recommended strategy or procedures that ensure effectiveness and compliance of actions taken.

Specialized Experience GS-11: One year of specialized experience which includes: Advising management on various procedural and policy issues related to a wide range of civilian personnel matters affecting the organization. Performing technical and administrative tasks to support staffing, classification, training, and awards. Preparing and monitoring the Operation & Maintenance, and Shop and Yard budgets, and providing feedback to the organizational elements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceFinancial ManagementOral CommunicationPlanning and EvaluatingWorkforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
