About the Position:
Works under the general supervision of the Chief of Project Controls and Program Management Branch with full authority for independent action in performance of the work through interpretation of guidance from higher authority and applicable regulations and schedules.
Duties
Responsible for the programmatic management and budgeting for all Military, Environmental, and Interagency and International Support (IIS) programs and projects including support to fourteen military installations.
Responsible for the overall management, supervision, direction, coordination, and planning of the activities of the office.
Responsible for the development of organizational overhead, income and labor budgets for a project funded organization.
Ensure compliance with management of the funds for these programs with separate requirements, limits, processes, points of contact for handling, and programmatic analysis.
Responsible for the funds contained within MILCON program consisting of eighteen separate programs (i.e., Reserve, Medical, Special Operations, Schools, Non-Appropriated Funds (NAF), etc.).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (Tier-1).
- Up to 20% business travel may be required.
- This is a FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012. Failure to obtain this certification within two years may subject the incumbent to adverse action.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- A one-year supervisory probationary period may be required if the incumbent has not previously met this requirement.

Specialized Experience: One year of specialized experience which includes receipt, technical oversight, management, analysis and execution of project funds across project life cycle; Development of organizational overhead budgets to include revision and recommendations to senior leadership regarding budgetary and organizational adjustments; develop labor and income estimates across multiple year forecasts utilizing prior year execution as well as anticipated workload and project forecasts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-13 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
