About the Position: Serves as a Supervisory Program Analyst for the Regulatory program in the Savannah District, providing complex substantive management support services in the areas of program cost analysis, annual, multi-year, and long-range fiscal planning for the organization through the use of financial management tools including the financial management system.
Duties
Plan and control work to be accomplished including assigning work to subordinates or team members.
Supervise or lead other staff to preform administrative tasks.
Assigns work to others based on priorities and capabilities of employees.
Analyzes requests for conformance with guidelines, program objectives, and regulations and to identify problem areas.
Maintain liaison with district personnel, programs and resource management staff and higher headquarters on budget and reporting matters.
Identify actual or potential problem areas, trends, situations, or other factors in the programs involved.
Reprogram between accounts for assigned areas of responsibility, coordinates with operating officials and resolves problems.
Provides advice and technical guidance to division personnel on accounting and reporting procedures relative to the Regulatory mission.
Develop, revise, and justify budget estimates, review analysis and evaluation of allocations and reprogramming of approved funds for assigned activities.
Exercise responsibility to assure the effective implementation and operation of district, division and Department of the Army policies, regulations and guidelines.
Prepare and assembles charts, reports, narratives, and statistical data.
Analyzes review, and evaluate the operating programs of the assigned activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes financial management, budget administration and control of funds in accordance with fiscal law, Federal regulations and Corps policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
