The incumbent serves as an Operations and Leasing Specialist for the Ralph H. Johnson VA Medical Center. As such, the incumbent's main responsibility is the administrative management of all leased property/space. In doing so, incumbent is responsible for supporting the medical centers mission, goals, and objectives by identifying and delineating procurement requirements and ensures that all leasing needs are met in the most efficient, effective, economical, and timely manner.
Duties
Incumbent is knowledgeable of and adheres to all applicable FAR requirements for all lease procurement activities. These include but are not limited to Directors Request for Space Memorandum, Requirements Package, Space Plan, Delineated Area, Government Cost Estimate, Acquisition Project Team, Market Research, Property Search, Source Selection Plan, and a Cost Benefit Analysis. Incumbent is also responsible for completing and loading all documents for each lease acquisition plan in the Electronic Contracting Management System (ECMS); Directors Request for Space Memorandum, Requirements Package, Space Plan, Delineated Area, Government Cost Estimate, Acquisition Project Team, Market Research, Property Search, Source Selection Plan, and a Cost Benefit Analysis.
Incumbent is responsible for close coordination with each medical center Service and the VISN Contracting Officer to complete the Request for Lease Proposal (RLP). As such, Incumbent works mainly independently and with little supervision. Upon receipt of RLP's, Incumbent is responsible for assembling property assessment teams which physically visit each site to evaluate the proposed properties.
Upon award of a lease, Incumbent serves as the Contracting Officer's Representative (COR) for the lease. As such he monitor's the Lessor's performance including, but not limited to during build-out and assumes the administrative management of all leased property after the VA space is activated.
As the COR, the Incumbent is responsible for the day-to-day operations and administrative management of all leased space. Incumbent serves as oversight manager for all leased property in support of medical center's mission, goals, and objectives; identifies and delineates procurement requirements, and plans to ensure that needs of the medical center are met in the most efficient, effective, economical, and timely manner. Incumbent is responsible for service provided under each lease agreement which include, but not limited to: environment of care issues, maintenance, repair, cleaning, and disposal of furniture, fixtures, and equipment (FF&E); routine construction; and engineering to include mechanical, electrical, and plumbing. Also is responsible for the coordination and oversight of employee relocations, and medical center property moves within leased facilities. This includes coordinating support services provided by other offices, units, or divisions.
Incumbent is responsible for landlord-tenant relations, construction/building alterations, building maintenance and repair. Issues instructions, interprets and makes available pertinent guidelines, holds team briefings, defines objectives and otherwise coordinates individual and team activities as it relates to managing leased property.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a 11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Adequate vision to use a computer, read printed material and charts as required. Must be able to hear normal voices and able to speak to an audience effectively. The incumbent will be subjected to stressful situations due to short timeframes for
completion of assignments and potential conflicts.
