Duties

Provides networking expertise in the operations and maintenance, protocol, performance analysis, planning, tasks necessary to support enterprise data, voice, radio, video, cloud, internet, intranet network issues. The incumbent is responsible for planning, analysis, development, and management of the operation and maintenance of the physical data processing environment in computer rooms. Works with local offices, leasing officers, contracting officers, engineers, and architects to assure telecommunications cabling and facilities meet industry standards and provides needed space and capacity for Bureau telecommunications requirements. Ability to effectively communicate, both verbally and in writing, with staff, managers, and executives; other agencies; external stakeholders; and the general public to convey technical concepts, coordinate and plan activities, and resolve conflicts. The incumbent will serve as a Contracting Officer Representative (COR). Review contractor proposals and related contract documents to ensure technical accuracy, and effective fulfillment of user requirements at minimum costs. Supports the development of Statement of Work (SOW) or Engineering Installation Plans (EIP), which includes Bill of Materials (BOM), technical specifications, cost estimates, and test procedures.

Qualifications

Information Technology (IT)-related experience demonstrating each of the following competencies: (1) Attention to Detail - is thorough when performing work and conscientious about attending to detail; (2) Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; (3) Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and (4) Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Examples of specialized experience includes the following: creates, reviews, evaluates and approves design criteria and specification for facility construction, remodel or modification; provides expertise and oversight in the complex planning, testing integration and installation of network technologies; supports the implementation of IT security procedures, practices, and tools to assigned supported IT network systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
