The primary purpose of this position is to serve as the USAF Survival, Evasion, Resistance and Escape (SERE) School Plans and Programs management specialist responsible for the budgeting, development, planning, integration, field support and assessment of systems, contracts, plans, programs or processes in support of 336 TRG initiatives.

Duties
Serves as the SERE Contract Manager for the 336 TRG. Manages a $90M SERE instructor support contract and additional contracts in support of AETC formal courses as directed.
Command level focal point for the Battlefield Airmen Management System (BAMS) acquisition program and similar programs.
Provides expert technical guidance, advisory support and assistance on a wide variety of management issues and special projects.
Represents the organization and higher management echelons and provides status information on assigned projects/programs as required in high level meetings and discussions with senior government officials, both within and outside the Department of Defense (DoD).

- Graduate of S-V80-A, USAF Combat SERE training course.
- May be required to work extended hours or uncommon tour of duty.
- Must be able to attain and maintain a Secret security clearance.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying a wide range of complex manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge skill in applying a wide range of complex personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge skill in applying a wide range of complex contracting concepts, principles, operations, laws, regulations, programs, and practices; and knowledge and skill in applying readiness, and budget execution concepts, principles, operations, and practices. Comprehensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and intensive practical knowledge of Survival, Evasion, Resistance and Escape (SERE) in order to participate in the development of goals, objectives, and policies relevant to the mission area. Intensive practical knowledge of Department of Defense (DoD), Air Force and Major Commands (MAJCOM) rules, laws, regulations, instructions, and directives as they pertain to SERE training and/or operations and the ability to analyze complex operations in accordance with established guidelines. Comprehensive knowledge of complex plans, programs and associated activities in order to serve as a strategic advisor to senior leadership on a wide range of management issues that directly and substantially impact the execution of essential training and support operations to numerous, varied, and complex technical, professional, and administrative functions.

EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical and/or evaluative methods to SERE operations, training, programs and processes.
Knowledge of standard office equipment and software such as computers, word processing software, spreadsheet applications software, copiers, and fax machines and the ability to use them. Knowledge of safety and security regulations, practices, and procedures.
Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, contracting, and customer interests/needs.
Comprehensive knowledge of Air Force (AF) program management to complete complex studies, projects or to conduct analysis of significant depth.
Skill to effectively negotiate controversial issues with management where proposals involve substantial resources, require extensive modification to programs, plans, or established procedures.
Ability to communicate effectively, both orally and in writing. Ability and skill to plan, manage and direct working groups and to serve as a key member on AF/MAJCOM special study groups.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
