You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the ENTERPRISE ENGINEERING of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will oversee government technical specialists, engineers and scientists supporting various projects in the Division.
You will plan, assign, and direct tasks; set performance expectations and evaluate employee contributions; approve leave; recommend discipline, awards, and promotions; provide training and technical and career guidance; resolve work issues, etc.
You will execute technical tasks such as, but not limited to systems engineering, software development, software integration, software testing, networking, information security, configuration management, and lab management.
You will work with each branch member to develop annual Performance Plans and conducts and documents their Interim and End-of-Year performance reviews.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Under the guidance of the division leadership, conduct Information Technology (IT) management activities to include developing and maintaining strategic plans; assessing policy needs and developing policies to govern IT activities; providing policy guidance to IT management, staff and customers; defining current and future business environments; establishing metrics to measure and evaluate systems performance and total cost of ownership; ensuring the rigorous application of information security/information assurance policies, principles and practices in the delivery of planning and management services.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provide guidance and conduct performance evaluations. Under the guidance of the Deputy for Operations, make recommendations for the staffing, training, and development of personnel to support the Command C2 Systems Engineering Branch, Code 53634.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Comply with ongoing special emphasis programs in areas of internal management control, prevention of fraud, waste and mismanagement, safety/environmental, security, property management, procurement, finance, and actively support the Equal Employment Opportunity and Defense Acquisition Workforce Improvement Act programs.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Will plan, assign, and direct tasks; set performance expectations and evaluate employee contributions; approve leave; recommend discipline, awards, and promotions; provide training and technical and career guidance; resolve work issues; and provide administrative support for personnel and financial management.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector Providing technical and project management oversight; knowledge of Systems Engineering of C2 systems, and applying engineering concepts to complex systems of systems architectures.
