This position is vital to achieving the goals of the AD and associated staff by tracking, planning, and facilitating work in pursuit of business line operating goals. Shaped by the incumbent, AD, the Deputy Director, Operations, and under the broad direction of the Executive Director, the impact of this work is to improve the achievement of LGY's Veteran facing service mandate by optimizing the strengths and risks associated with LGY's operating structure, resources, and human capital.
Duties
Specific duties include:
Collects and manages operating data using VA and Loan Guaranty (LGY) Information Technology Systems (i.e. VALERI, CISCO, LGY HUB, etc.) and other established operating platforms, and recommends and/or makes improvements to those tools.
Validates and reconciles various types of business performance data from all internal and external sources and works with other stakeholders to improve underlying systems and processes to meet the Assistant Director's (AD) established and prospective needs.
Thoroughly reviews operating metrics and provides professional analyses and recommendations as appropriate. Derives actionable recommendations for sustaining, engaging, or building resilience into staff.
Plans, schedules, and facilitates AD meetings with all staff, teams, and individuals, as appropriate, to ensure focused, timely attention to important business matters, including performance drivers, key performance indicators (KPIs) and objective key results (OKRs), and issues linked to All Employee Survey (AES) results.
Coordinates responses to controlled correspondence with Veterans and Service members,
members of Congress, program participants, department entities, other Government agencies, and the public. Ensures responses are technically accurate, complete, clear, and professionally written and submitted timely.
Serves as an advisor to the AD and resource to members of the LGY leadership team and their staff, as appropriate, on business operations matters generally. Provides technical, professional, and administrative support to the AD, and the business line leadership.
Facilitates and recommends opportunities to integrate strategic and tactical activities with the AD to ensure seamless information flow, optimization of Service resources, and maximize program outcomes.
Shares expertise and insights on the program, its operations, oversight, mandates, stakeholders/partners, and other influences, to achieve help business line staff and others achieve successful outcomes.
Solely or collaboratively develops project plans to support short and longer-term initiatives and assigned projects. The incumbent utilizes accepted project management tools and techniques, as appropriate, in performing these duties.
Sustains cooperative relations with other resources in VBA and VA, and across integral Agency departments in conjunction with appropriate LGY partners in those domains. Displays leadership skills in leading related projects using deft articulation and direction. Engages stakeholders throughout the process. Collaborates successfully across teams. Provides organization expertise in assessing impacts and mitigating risks.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/19/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: GS-14 Level: Specialized experience is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations. The incumbent also should extensive knowledge of the role VA and the LGY program play in serving Veterans and their families, along with an understanding of how, why, when, and by whom ideas are formulated and actions approved or directed. The incumbent should also have extensive knowledge at least one (1) year or 52 weeks of specialized experience equivalent to at least the next lower grade level. Given achievement of items above, preference would be toward experience meeting these needs that was earned at least in part within LGY or another major mortgage guarantor/issue.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is principally sedentary. Work also may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. No special physical effort or ability is required to do the work
