The primary purpose of this position is to serve as a Financial Management Specialist for the organization. Perform duties of the Air Force specialties: budget analysis, financial management resources and program analysis. Also serve as the training and career development specialist and as the Directorate's quality assurance and self-inspection program manager.
Duties
Serves as the lead analyst and advisor to management for organization financial management training and career development programs.
Effectively plans, organizes, administers and coordinate the directorate's Quality Assurance (QA) program including complete awareness of program performance, development of OA plan.
Performs budget execution, trend analysis and financial management work involving the monitoring of obligations incurred and the actual expenditure of funds, different sources and types of funding as related to the financial management training program.
Responsible for validating bi-annual self-inspections of all FM divisions.
Serves as the Financial Management focal point for Aquisition Professional Development Program certification.

- The duty location for this position is Tinker Air Force Base however this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Interpreting financial management policies, procedures, and processes to various financial management functions involving the formulation, justification and execution of budgets and accounting for programs. Use fact finding and investigative techniques to analyze problem areas and develop recommendations. Identifying trends, and patterns, acquiring information and analyzing data, modifying systems, developing solutions, and presenting findings. Developing training plans and career development for financial management personnel.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill to apply the law, regulations, policies, precedents, methods and techniques of financial management related to budgeting, cost analysis and financial analysis work: exercise judgement and where guidelines are non-existent, utilizes initiative and originally in developing and applying guidelines.
2. Knowledge of missions functions, goals, objectives, work processes and sources of funding pertinent to installation programs/organizations.
3. Ability to plan, organize and negotiate effectively with fellow analysis and management to accept implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures.
4. Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology), and guidance documents.
5. Knowledge of cost and economic analysis principles, techniques and practices.
6. Ability to gather, assemble, and analyze data to develop alternative and make recommendations to resolve problems.
7. knowledge of computerized systems(s).
8. Ability to communicate effctively, both orally and in writing to justify, defend, present and/or advise on budgetary processes/action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
