You will serve as a DEPUTY PROGRAM MANAGER in the NAVY CLOSURE TASK FORCE - RED HILL DIVISION of COMMANDER NAVY REGION HAWAII.

Duties

You will advise senior leaders on matters addressing program status, present or anticipated requirements, resources, and impediments as it reflects to environmental issues. You will advise managers and senior leaders on program or project financial and manpower resourcing and execution. You will conduct manpower assessments on a program to determine how best to meet organizational goals or objectives. You will negotiate differing courses of action between project or program stakeholders to resolve incompatibilities. You will determine solutions to program issues to facilitate meeting program objectives. You will evaluate the impact of new resource levels (e.g., budget cuts, increased need) to update estimates of resource requirements for a program.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and implementing comprehensive plans, strategies and policy that drive internal and external integration of programs and activities in support of agency goals and objectives for environmental programs; 2) Analyzing program performance data to identify issues, make recommendations for improvement, and drive innovative solutions; 3) Evaluating the capabilities, effectiveness, feasibility and cost of requests for operational and administrative requirements, to include the impact to current operations and proposed mitigations; 4) Determining the organization's ability to respond to major changes in business models and new technologies that affect program mission and goals; 5) Analyzing and evaluating diverse issues that may require input from other specialists and/or organizations; 6) Identifying complex program issues or problems in assigned programs, making recommendations and coordinating resolutions and improvements; 7) Developing timely and executable plans of action and milestones for assigned programs, to include managing actions, monitoring status, prioritizing activities, and providing comprehensive status updates to leadership and managers; 8) Participating in planning and execution of major liaison activities and developing and implementing plans designed to enhance relationships with targeted stakeholders.
