The employee will serve as the Assistant Director (Controller) and will support the management and oversight of the execution of agency procurement; accounting; financial management; budget development and execution; internal and external financial reporting; and internal and external financial audits.

Duties

Position Overview The employee serves as the Assistant Director (Controller) in the Office of Budget and Financial Management and key advisor and subject matter expert to the Director (CFO) in all FHFA financial accounting and reporting matters. The incumbent reports to the CFO and through management of the Accounting and Budget Officer and Procurement Executive leads a staff of finance and budget professionals, procurement professionals, technicians, and administrative staff. Major Duties & Responsibilities The Assistant Director (Controller) duties listed below are at the EL-15 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty: Serve as a lead in the drafting and finalization of financial reports or other analyses. Lead federal agency annual performance and/or accountability reporting to include U.S. Treasury and OMB required reporting. Develop processes and procedures governing an agency or organization's budget execution process. Oversee regular reconciliation and tracking of expenditures and modifications for an agency or organization. Apply accounting standards and practices, such as Federal Generally Accepted Accounting Procedures to an organization's financial management and reporting. Serve as a primary contact person for internal or external financial audits of an organization. Lead an agency's response to audit findings, including developing responses and implementing corrective actions. Work on developing and strengthening internal control mechanisms to address potential deficiencies. Participate in efforts to improve an organization's accounting and data practices to ensure. Conduct complex financial analyses on agency data to establish short- or long-term trends or forecasts. Analyze a variety of data points (including personnel data, contract data, historical data) to produce plans or forecasts. Conduct financial analyses to determine the financial impact of various alternatives to support decision making. Identify opportunities to enhance or improve an agency's financial management, accounting, budgeting, or related process and systems. Recognize and suggest technology solutions or enhancements for budget and finance systems. Participate in the implementation and rollout of new or innovative technology practices or systems for financial management. Maintain and support the continuous improvement of financial systems and software. Perform other duties as assigned.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-15: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-15 because I have at least 52 weeks of specialized experience at the EL/GS-14 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Performing federal accounting in accordance with established standards, including sophisticated fund accounting, compliance, reporting, and the preparation of a variety of financial reports. Supporting the development and implementation of efforts to innovate or transform government accounting or financial systems, technology, or processes to improve efficiency, accuracy, or effectiveness. Overseeing and maintaining financial management software or systems, including establishing processes for the use of such software and ensuring accuracy and data integrity of the system. Coordinating or managing the response and review of both internal and external audits for an agency, including managing audit response or other internal controls. Leading or managing staff involved in federal agency budget execution, travel, accounting, financial reporting, procurement, or other similar functions. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-15 position, applicants must have served 52 weeks as an EL/GS-14 or higher in the Federal Service. *A Certified Public Accountant (CPA) license or Certified Government Financial Manager (CGFM) certification is preferred for this role, but not required* Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
