The incumbent will be the Senior Advisor, Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (IMF) Naval Shipyards. You will serve as a special advisor and support to the Shipyard Commander with hands-on responsibility for providing regular executive leadership updates, execution deliverables, progress, and identification of key risks facing the in-progress reshaping of the public naval Shipyards.

Duties

You will serve as a special advisor and support the Shipyard Commander to provide regular executive leadership updates, execution deliverables, progress, and identification of key risks facing the in-progress reshaping of the public naval Shipyards. You will ensure the requirements of the Naval Sustainment System Shipyards (NSS-SY) and Submarine Sustainment Shipyards (SUB-SYD) are fully understood, implemented and executed. You will support the transformation and management of the NSYs to ensure Fleet needs are being addressed; driving process excellence; and ensuring the results are truly transformative. You will provide expertise in the area of nuclear submarine and/or aircraft carrier maintenance, modernization and repair processes and procedures, project and program management, public and/or private shipyard operations, and resources management. You will lead enterprise level transformation up to the national level and possess an in-depth understanding of the Navy at the deck plate through Echelon 2 Naval Commands. You will have full authority and responsibility to advise on policies, strategies, goals, courses of action, and provide consultation and articulation of a clear case for change to support leadership direction and decision-making. You will provide, lead, and advise on transformation efforts to include strategic planning, communication, change management, and continuous process improvement. You will serve as a thought leader and strategy developer while leading, driving, and designing deployment of select initiatives that lend to the success of the assigned NSY. You will determine technically what programs and research problems should be undertaken, type of approaches to problems resolution, where and what aspects of programs should be eliminated or could be more efficient and effective. You will present and defend programs to obtain top level management support and provide overall results.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Broad and expert knowledge in naval nuclear or non-nuclear ship depot and intermediate level maintenance, with the demonstrated ability to effectively analyze and assess organizational and functional areas of responsibilities against programmatic requirements, procedures and policies. 2. Extensive experience in the formulation, coordination and justification of strategic plans and policies. Executes organizational goals and priorities; working with customers to develop a mutual understanding of their requirements; and to define, integrate and implement strategic direction for vital programs with long-term impact on large numbers of people. Initiates actions to resolve major organizational issues and promulgates innovative solutions and methodologies. 3. Ability to assess and balance current and projected mission requirements and capabilities and develop and negotiate complex risk based alternatives to improve controls across the NSY enterprise. 4. Broad leadership experience in managing within and across organizational boundaries. Ability to effectively communicate across multiple mediums and to varying audiences to influence appropriate decision makers. 5. Demonstrated ability to effectively plan, execute and evaluate highly complex program work to meet short and long-term strategic priorities. 6. Knowledge of and experience in the application of technical risk management methodologies. 7. Experience in presenting and defending controversial issues and requirements with senior civilian and military leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
