You will serve as a PROGRAM MANAGER in the SHIPYARD PERFORMANCE MANAGEMENT DIVISION (04X4) of NAVAL SHIPYARD OPERATIONS DEPARTMENT (04X); INDUSTRIAL OPERATIONS DIRECTORATE (SEA 04) of NAVSEA HQ FIELD SUPPORT. Salary Range by Location: Norfolk Naval Shipyard, Portsmouth, VA: $123,914 - $189,477 Pearl Harbor Naval Shipyard, Oahu, HI: $127,397 - $191,900 Portsmouth Naval Shipyard, Kittery, ME: $138,046 - $191,900 Puget Sound Naval Shipyard, Bremerton, WA: $136,832 - $191,900

Duties

You will manage the Shipyard Field Representative Office and associated staff in their assigned shipyard. You will be responsible for daily engagements with shipyard leadership, overall shipyard oversight, assessment of shipyard performance and proactively assisting with shipyard issues as SEA 04’s on-site senior representative. You will engage directly with the Shipyard Commander, shipyard department heads, and appropriate shipyard leadership to assess shipyard performance. You will review shipyard non-nuclear performance by providing independent observation and assessment of shipyard department operations and processes. You will assess quality systems performance, to include review of incident and team learning session reports, and verify that the command is trending its quality performance and taking appropriate actions to improve performance. You will provide authoritative technical, scientific, and/or professional advice to senior level leadership concerning unusual or critical problems that often affect the work of internal and external stakeholders. You will manage technical/administrative staff operations and programs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector evaluating or assessing program requirements (e.g., shipyard performance, quality systems performance, or development and execution of short- and long-range strategic plans) to support operations or processes for a shipyard or industrial organization.
