You will serve as a PROGRAM MANAGER in the Executive Support Department (Code 1100) of PEARL HARBOR NSY AND IMF.
Duties
You will provide advice and responsibility concerning the staff management and operations of Security, Emergency Management, Publics Affairs, Civilian and Military Personnel, administrative resources, and workforce development/training.
You will participate in short or long term planning to address prospective changes in functions and programs for the Department and PHNSY and IMF.
You will provide expert advice to all levels of PHNSY and IMF senior management on matters related to Executive Support Staff responsibilities.
You will meet frequently with high-ranking officials, department heads, partner organizations, and labor unions, presenting information and discussing a range of subjects such as levels of and changes in support services provided.
You will exercise fiscal management by monitoring expenditures and reallocating funds based on shifting program management requirements and the needs and priorities within the Department.
You will develop substantial cost reduction initiatives without impairing overall PHNSY programs and mission, justifying requests for major expenditures and resolving differences between divisions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing the development, implementation, or management of program policies or strategies for Shipyard processes and operations. This experience would typically include, but is not limited to: Providing expert advice and guidance on policy development or strategic planning; reviewing program operations to assess efficiency, effectiveness, or resolve problems; and/or establish program goals, objectives, or methods of evaluation.
