Duties

You will serve as the Data Analytics and Reporting Lead within the IPO-06 Directorate, Navy International Programs Office. You will participate in the development of system requirements and data standardizations, and implementation and management data in support of business process reengineering and modernization efforts. You will apply a combination of computational and machine learning methods to implement big data-driven solutions to transform business needs into technical solutions. You will interpret large and/or complex data sets to develop data-driven organizational solutions using data visualization tools (e.g., Tableau, Power BI, Databricks, Qlik, etc.) to derive insights and create meaningful visualization and reporting. You will analyze a variety of data sources to provide data-driven insights to make informed projections, data-driven decisions, and recommendations that streamline business processes. You will analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. You will serve as a technical liaison to Defense Security Cooperation Agency (DSCA) representing Security Assistance data stewards and consumers on various working groups and governance boards.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This a Defense Acquisition Workforce position that requires a Engineering, Technology Management, Foundational acquisition certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
  • Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
  • In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles, concepts, and practices to perform routine assignments in data science analysis; Analyzing problems to identify significant factors, gather pertinent data, and provide data-centric solutions; and Providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    OR

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
