Duties
You will serve as a Program Analyst (Maritime Systems) in the Navy International Programs Office (Navy IPO).
You will serve as a subject matter expert and recognized authority to the Division, Directorate, and Navy IPO senior management regarding Security Assistance and Maritime Systems Programs.
You will develop plans, promulgate, and interpret Department of Defense (DOD), Department of Navy (DON), and Navy IPO program policy and guidance.
You will analyze, coordinate, and recommend proposals and revisions to DOD, DON and Navy IPO initiative’s and policies for assigned programs.
You will conduct presentations and briefings at the DOD, DON and organization levels.
You will develops and/or review a variety of correspondence for high-level officials both internal and external to the organization.
You will be responsible for understanding and actively supporting the Command's Affirmative Action/EEO program, ensuring EEO principles are reflected in all aspects of personnel management
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current PRACTITIONER certification.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Practitioner
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the
GS-11 grade level or pay band NH II in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience identifying, analyzing, and resolving highly complex problems that cross-organizational boundaries;
Experience applying policies, procedures, and processes to govern the disclosure of classified and unclassified information and technology to foreign governments;
Experience providing effective oral and written communication on complex issues;
Experience providing representation on organizational and program matters to all levels of management; and
Experience designing and implementing security assistance programs that support mission requirements and customer needs;
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
This position does not allow the substitution of education for experience.
