This position is located in the Acquisitions Planning and Management Group (APMG), Office of Administrative Management (OAM), Center for Information Technology (CIT), the National Institutes of Health (NIH).
Duties
Oversees and participates in the development and implementation of policies, procedures, guidelines, and internal controls for the CIT IT acquisitions program.
Ensures systems are in place to enable the effective, accurate, and timely execution of all contracting actions.
Plans and conducts assessments, special studies and analyses of specific CIT IT acquisitions programs and activities as identified by the incumbent, the supervisor, CIT leadership, or external program stakeholders.
Participates in a senior role in the review, planning, direction, and operation of CIT enterprise software licensing and mobile device management programs and other IT initiatives as needed.
Prepares a variety of comprehensive status reports, management summaries, and briefing papers which identify problems, assesses the overall effect of work completed or in progress and outlines issues, solutions and recommendations.
Develops relationships and maintains communication and cooperation with various constituent groups associated with NIH.
Requirements

Qualifications
To qualify for an IT Project Manager GS-2210-13 position, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate IT-related experience must demonstrate each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND to qualify at the GS-13 level:
To qualify for an IT Project Manager position at the GS-13 level, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: managing IT acquisitions planning and project activities; developing IT acquisitions policies and procedures; conducting analyses of IT acquisitions programs to identify issues or develop recommendations for improvement; and coordinating and communicating with program officials and staff and other organizations on IT acquisitions programs and initiatives.
