You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Naval Medical Research Unit Dayton of NAMEDRSCHU DAYTON W PATT AFB.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will implement/develop and/or recommend changes in funding and budget plans that may require revisions to substantive programs.
You will develop proposals concerning alternative methods, sources, and timing of financing for substantive programs.
You will provide technical and administrative oversight, advice and instruction.
You will utilize project management and quality control measures to improve production and quality of work as needed.
You will interview candidates and recommend hiring, promotion, hear and resolve employee complaints, referring serious complaints, etc.
You will lead, coach, develop, train, and mentor all personnel assigned to the finance department in accordance with objectives outlined by the Finance Manager in annual critical element benchmarks.
You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.

- Financial Management Certification Level III certification must be achieved within prescribe timeline. National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Supporting/managing financial management program through periodic reviews, analysis and evaluations of budget requests, appropriations and adjustments to determine availability of funds and impact of requests on the budget and effectively recommends disposition;
Formulating budgets and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations and expenditures.
Assuring submitted budget requests are consistent, accurate, and within adherence to instructions to include the ability to research, consolidate, and summarize budgetary data from multiple source documents, automated budgetary systems, accounting records, and reports;
Monitoring and reporting status of funds to include authorization, commitment, obligation and execution of funds within financial automated systems, databases/software applications, (e.g. Wide Area Workflow (WAWF); Financial Planning System (FPS); Enterprise resource planning (ERP); Defense Travel System (DTS), etc…);
Planning work, setting priorities and scheduling work as necessary to assure effective/expeditious accomplishment of priority work without adverse effect on regular and recurring work;
Developing performance standards and evaluates employee performance in addition to assigning work to subordinates based on employees capabilities, priorities and difficulty.
