This position is located within the Office of Direct Service Contracting Tribes (ODSCT), in the Division of Contract Support Cost (CSC) located at Indian Health Service Headquarters in Rockville, Maryland. The incumbent will provide administrative and analytical support as a Staff Analyst to the CSC Director and the Office.
Duties
Administrative Support/Office Automation Duties: Receive visitors and telephone calls, screen same and based upon judgment, refer calls or persons to the individuals within the IHS, responsible for the particular area of inquiry. Maintain monthly/quarterly calendar for Director and staff, schedule appointments, conferences, meetings; and obtain any background materials needed by Director and staff pertaining to matters to be considered at scheduled meetings. Make travel arrangements for CSC Division staff, maintain itinerary of travel, and prepare travel vouchers upon completion of travel for all CSC Division staff.
Budget Formulation/Projection Administration: Review for accuracy documents such as vouchers, purchase requisitions, purchase orders, and training requests, contractor invoices, and personnel forms, etc. All information is utilized for monthly reconciliation and year-end close-out activities. Utilize Accounting System database and applicable reports to compare requests for funds with account balances to assure that funds are available to cover transactions; checks for closed accounts with unobligated balances, adjusts account balances to reflect effects of allotments, transfer, obligations, expenditures and other actions, which change the amount of funds available in accounts for use
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Arranging meetings and conferences to include arranging official government travel documents to ensure all requirements are met multiple staff members;
Recording time and attendance using an automated timekeeping system to ensure accuracy;
Recording incoming time sensitive correspondence, track for processing, and ensure outgoing responses are timely sent, recorded, and filed;
Receiving visitors for the Division and escorting them to the appropriate destination or staff member; AND
Monitoring and tracking budget expenditures to include maintaining an accurate ledger of transactions
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
