Duties
This position is located within the Department of the Interior, Office of the Secretary, Business Integration Office.
This position is being advertised as both location negotiable after selection and with a duty station(s) of Reston, VA and Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Coordinates FBMS operational activities and communicates with FBMS end users and stakeholders, including but not limited to departmental offices, DOI bureaus and the BIO.
2. Communicates system information to bureau Subject Matter Experts (SMEs) for accounting periods and coordinates business and accounting information. Coordinates and facilitates activities with SMEs for year end and year begin system activities.
3. Serves as a senior technical expert in financial and business management system matters, especially data cleansing and conversion, reporting, change management and the implementation of enhancements, upgrades, and connections to other systems.
4. Provides authoritative interpretation and functional recommendations in the implementation of bureau business requirements using FBMS systems.
5. Assesses functional and technical issues, anticipates potential problems, and coordinates feasible solutions with Bureau stakeholders to proactively address identified problems. Communicates system issues and status with appropriate Bureau stakeholders.
Salary Information:
GS-14 (Rest of US): $122,198 to $158,860
GS-14 (Reston, VA): $139,395 to $181,216
GS-14 (Lakewood, CO) $135,860 to $176,620
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must meet all.
Providing operational support processes for Departmental Offices Financial and Business Management System (FBMS);
Dealing with concepts, principles, practices, laws, and regulations of budgeting and/or financing, sufficient to manage or analyze national-level, mission-related programs to provide staff direction and guidance in designing and implementing the agency's business and financial management information systems;
Dealing with system testing techniques, and development of user documentation and training materials to support the Department-wide enterprise management system; and
Communicating complex requirements to non-technical personnel and/or prepare and present briefings to senior management officials on complex and controversial system issues.
