This position is part of the IBC HRD Personnel and Payroll Systems Division, Office of the Secretary of Interior. The incumbent will be responsible for providing, coordinating, and ensuring the financial and payroll development and maintenance of the Federal Personnel and Pay System (FPPS) and its peripheral systems.
Duties
Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Serves as a senior advisor to Division management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work, and evaluates work performance of employees.
The duties of this position are complex, as they cross-cut management and quality improvement disciplines such as: implementation of project management; strategic planning; workforce planning; quality improvement methods and initiatives; measurement and support, programmatic internal controls, analytics, and reporting tools.
Qualifications
At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience performing project management, managing multiple personnel resources, and risk mitigation planning; experience administering, leading, or managing multidisciplinary groups to deliver analysis and testing of regulatory and client specific changes; staying abreast of requirements and emerging priorities while planning and scheduling work efforts for a group/organization; experience balancing work efforts in written and oral communications to ensure all teams are engaged and the work is distributed equitably; and experience with managing or providing leadership to subordinate staff and stakeholders to ensure work is communicated effectively for buy-in from all parties needed to deliver processing changes.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
