This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Division of Financial Management.

Duties

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Participates in decision-making sessions with top organizational management officials, and advises program managers on regulatory requirements, financial policies, the interpretation of data, and the importance of accounting data to program operations Plans, develops, and coordinates financial management improvements necessary to comply with OMB directives and legislation. Advises management on changes to function/program workflow practices or procedures, better internal controls, redesign of reports or faster consolidation of data, and how to reduce costs or improve operations. Performs a variety of top-level accounting and financial management functions in the formulating and communicating a variety of major financial management policies, practices, techniques, and procedures that guide financial work throughout the bureau headquarters and subordinate management levels and organizations.

Requirements

  • You must be a U.S. citizen
  • Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
  • Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
  • May be required to successfully complete a probationary period
  • Suitable for Federal employment, determined by a background investigation

Qualifications

Minimum Qualification Requirements:To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Utilizing excel to analyze data from an accounting systems, forecast and identify trends in financial or budget data; communicating in writing to reflect financial management and/or budget findings in order to present materials to various stakeholders Experience using Microsoft suite programs such as PowerPoint and Share Point to create and organize information; experience maintaining high volume and competing priorities and ability to adjust to meet deadlines. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-13 level.You must meet all qualification and eligibility requirements by the closing date of this announcement.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
