Duties

The Executive Office for Immigration Review (EOIR) seeks highly-qualified individuals to join our team of expert professionals in becoming a part of our challenging and rewarding Agency. The primary mission of the Executive Office for Immigration Review (EOIR) is to adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws. Under delegated authority from the Attorney General, EOIR conducts immigration court proceedings, appellate reviews, and administrative hearings. EOIR consists of three adjudicatory components: The Office of the Chief Immigration Judge, which is responsible for managing the Immigration Courts where Immigration Judges adjudicate individual cases; the Board of Immigration Appeals, which primarily conducts appellate reviews of these Immigration Judge decisions; and the Office of the Chief Administrative Hearing Officer, which adjudicates immigration-related employment cases. This position is located in the Office of Administration, Executive Office for Immigration Review, U.S. Department of Justice. Incumbent serves as the Assistant Director for Administration. The Assistant Director for Administration directs the operations of agency-wide management/mission support functions. The incumbent leads, develops, and implements programs to ensure the integration of financial management and budget, acquisitions and procurement; human capital resources, administration and management of real property; and security. Typical work assignments will include: Serving as a senior official in the coordination of operations between divisions and regions to ensure rapid and effective response and reporting of human, fiscal and administrative resources. Developing strategies for managing consistent and integrated administrative and financial programs to meet statutory and regulatory goals within an efficient and effective work environment. Serving as a key Advisor to the Office of the Director, in the planning, management, and directional support related to EOIR programmatic and operational decisions. Facilitating communications and provides authoritative information, analyses, and policy and program recommendations. Directing administrative support systems and supervises an interdisciplinary team which provides proactive, time-sensitive services to EOIR components. Assessing program operations and oversees the development of policies and implementing guidance. Providing executive level direction to program heads in planning long- and short- range program activities and program evaluations to enhance agency/department missions and to maximize staffing, budget, security and other administrative resources.

Requirements

  • You must file a financial disclosure statement in accordance with the Ethics in Government Act of 1978.
  • Selective Service Registration is required, as applicable.
  • Salary payments must be by direct deposit to a financial institution.
  • Applicants seeking initial career appointment to the Senior Executive Service are subject to a one-year probationary period.
  • Executive qualifications of each new career appointee to the SES must be certified by an independent Qualifications Review Board based on criteria established by OPM.
  • Applicants who completed a Candidate Development Program (CDP) and have ECQs certified by an OPM Qualifications Review Board must provide a copy with their application.

Qualifications

In order to qualify for the Assistant Director for Administration position, you must meet the following Executive Core Qualifications and Mandatory Technical Qualifications: Executive Core Qualifications: Applicants seeking initial career appointment to the Senior Executive Service (SES) must submit narrative responses addressing each of the Executive Core Qualifications (ECQ). Current or former SES members must submit an SF-50 and/or QRB Certification of ECQs to show current or former service in the SES. OPM's Guide to the Senior Executive Services Qualifications provides detailed information on the ECQs. ECQ 1: Leading Change. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility. ECQ 4: Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management. ECQ 5: Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating. -AND- Mandatory Technical Qualifications: All applicants must submit narrative responses addressing each of the Mandatory Technical Qualifications (MTQ). MTQ 1: Knowledge of administrative services including budget, contract and financial management; human capital management; security; and building management services to support the mission of an agency/organization. MTQ 2: Knowledge of business management principles and concepts to serve as a change agent for reform of management systems; implementation of integrated activities/programs, development of responsive measures to operational/customer requirements; expansion of partnerships and certification of compliance with regulatory requirements. MTQ 3: Demonstrated skill to lead a dynamic organizational mission support function involving the planning and execution of human, financial and technical services for a wide range of operations in multiple, nationwide locations.
