As an Assistant Director you will share fully with the Director responsibility for the effective, efficient, and economical direction, control, and operation of the Veterans Benefits Administration's program of benefits and services provided by law for veterans, their dependents, and beneficiaries, and services for other agencies, allied governments and miscellaneous beneficiaries within the limitations of established policies and delegated authority.
Duties
Develops and executes managerial, technical and administrative initiatives associated with the Veterans Benefits Administration (VBA).
Assist in the direction of all functional programs and the administration of veterans' benefits prescribed by law and regulations.
Conducts continuing review, oversight and evaluation of all Divisions, by monitoring activity on performance measures to assure that they adhere to VBA's performance goals.
Implements VA headquarters policies and directives governing broad aspects for the benefits delivery system.
Determines needs and develops plans for necessary organizational changes to meet changing requirements placed on the VBA.
Assist the Director in the conduct of an effective public relations program and serves as representative of the Director at important conferences of Federal and business official.
Oversees personnel management functions for the areas assigned and resolves grievances or serious employee complaints that are not resolved at a lower level.
Delegates authority as appropriate and holds Division Chiefs and managers, within assigned areas responsible and accountable for the performance of their programs and services.
Exercises executive level performance of the management team; giving advice, counsel and/ or instruction; interviewing and selecting candidates for key positions and approving appointment, promotions and awards.
Provides advice and assistance on employee relations issues such as discipline, adverse actions, grievances, employee counseling, and related functions.
Oversees the preparation of budget estimates and ensures effective budget control.

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. PLEASE NOTE: To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (An award or general adjustment SF-50 does NOT meet this requirement). GS-15
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience must possess knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; detailed knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments; knowledge of Department regulations associated with administration of a top-level program to successfully implement required goals and objectives of the Office; and knowledge of administrative principals and techniques, pertinent administrative regulations, and standard administrative practices and procedures of the Department.
It is also characterized by having a thorough knowledge of delivering Veterans benefits services in a VBA business line or a Regional Office setting which include all of the following: (1) establishing priorities and determining resource needs to meet program objectives; (2) directing, coordinating and approving a full range of personnel management actions and organizational change proposals; (3) directing comprehensive and complex program reviews; (4) monitoring and controlling program progression and effectiveness through analysis of policies, directives and organizational short and long range goals. Such experience may have been gained in federal or private sectors and is to be substantive and relevant to the position being filled.
