This position reports directly to the Regional Administrator & provides assistance for both day-to-day & long-range oversight, planning, & coordination of the full range of Regional Office program & staff areas. Including Disaster Coordination, Financial Management, Human Resources, Equal Opportunity Office/Civil Rights, & all agency food programs. The incumbent assists the Regional Administrator in managing the performance of the Regional Office toward the accomplishment of the FNS mission.

Duties

Assists the Regional Administrator in managing the performance of the Regional Office toward the accomplishment of the FNS mission and goals in both program and support areas. Responsible for the overall planning, formulation and direction of Regional operations and activities. Explains or defends significant FNCS policy or decisions affecting FNS programs or to negotiate or mediate among groups of individuals with divergent viewpoints. Provides counsel to agency senior leadership to improve FNS operations and to set agency priorities. Studies continuing problems in quality and quantity of work and operating effectiveness and takes or recommends necessary corrective action.

Requirements

  • You must be a US Citizen or US National.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-15: Applicants must possess one year of specialized experience equivalent to the GS-14 in the Federal and or Public Service. Specialized experience is defined as: Ability to manage an organization, including innovative solutions for organization improvements in order to achieve organizational goals and objectives; Ability to analyze information in order to implement strategic planning consistent with the priorities of the organization; Ability to communicate to make clear and convincing oral presentations to individuals or groups to build consensus and to write and review narrative materials in order to express facts and ideas in a clear, convincing and organized manner; and Oversees effective human capital management and development strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
