This position resides in the Program Planning and Control Division of the Exploration Ground Systems (EGS) Program. You will serve as the Communication and Planning Specialist responsible for leading the programs Programmatic Strategic Planning activities and supporting internal and external communication requirements for the EGS Front Office.
Duties
Manage the program's strategic planning activities leading a multi-discipline team developing the program’s long-term transformation from a major development program to a sustainable operational program.
Lead monthly Program Strategic Planning (PSP) meetings with Exploration Ground Systems (EGS) senior management (division chief and above).
Develop and execute a team communication plan with discrete products for Exploration Ground Systems Front Office used for communicating with the public, media, and other external stakeholders.
Represent and negotiate for the EGS program with agency Office of Communication, Kennedy Space Center, and other Artemis program representatives.
Manage the Program Strategic Planning support contract. This includes setting contract requirements, plan, negotiating for, and executing budgets, and providing performance feedback.
Design and conduct a wide variety of comprehensive studies and analysis of complex functions and processes related to program planning and management.
Organize participation in outside events and activities (i.e., meet with event organizers on expectations, coordinate with stakeholders and other organizations on messaging and talking points, develop presentations or products).
Identify and propose solutions to management problems that are of importance to planning program direction. Organize and lead the yearly PSP senior management retreat.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Creating program communication plans to ensure a Program's messaging is clearly communicated to targeted audiences;
Facilitating multiple large events per year that include varied participants or organizations, including coordinating the subjects to be addressed, the venue, and attendance of speakers or attendees;
Providing expert advice, guidance, oversight, or development of a program or agency's Strategic Plan to include quarterly analysis and reporting of performance progress;
Providing recommendations for improvements, efficiencies, and alignment of expectations with a program or agency's strategic goals and objectives.
