This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Office of the Deputy Inspector General for Evaluations (EVAL), Combatant Commands II (COCOM II) Division. Evaluations conducts assessments and evaluations of DoD programs, functions, and missions to facilitate change by promoting efficiency and enhanced program results on matters of interest to members of Congress, The Secretary of Defense, the Inspector General, and DoD Leaders.

Duties

Serves as a supervisory program analyst, multi-functional subject matter expert and leader of teams or projects including, oversight of policies, programs, systems, and processes of the DoD. Plans and manages comprehensive quantitative or qualitative projects of the effectiveness and efficiency of highly complex DoD-wide programs. Serves as project or leader of teams to acquire relevant skills and competencies for specific projects. Provides instruction to the team, assigns and reviews work; monitors progress for projects and ensures accomplishment of established objectives; reports to higher management on project status. Prepares and staffs draft and final reports and draft and final summary or trend reports within assigned functional areas. Reviews sections of reports prepared by staff, while retaining full responsibility for the reports.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: You must have 52 weeks of specialized experience at the next lower grade level of GS-13. Specialized experience is defined as the ability to supervise or lead in performing assessments, audits, evaluations or similar reviews of programs, functions and operations. Develop project plans, executing plans, gathering and analyzing data, developing recommendations and corrective actions, and working with clients reviewed and other project stakeholders and participants. Communicate verbally or written to articulate sensitive or controversial findings or proposals, concepts and procedures to a wide variety of individuals at various levels of authority. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
