You will serve as an INFORMATION TECHNOLOGY SPECIALIST (NETWORK SERVICES) in the G-6 DIRECTORATE of II MARINE EXPEDITIONARY FORCE.

Duties

You will provide overall management, direction, policy, control, administration, information assurance policy compliance and implementation of global-reaching Video Teleconferencing (VTC). You will schedule and facilitate a large-scale video conferencing system to include digital coders/decoders, peripheral computers and associated computer-driven VTC room equipment. You will serve as the lead technician for all troubleshooting of VTC-related issues. You will identify and correct operational problems involving hardware/software, and VTC operating systems, run diagnostic and reliability tests, clean devices and adjust settings or controls. You will recommend facility layout changes to increase operational efficiency and research emerging technology equipment and systems. You will serve as procurement advisor for all commercial vendors providing VTC service and maintenance. You will serve as the audiovisual operations advisor and ensure processes are in place for facilities requests and coordinate use of Video Teleconferencing (VTC) resources.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: I am able to review data from multiple sources and determine relevant information to a given situation. I draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: I develop and maintain relationships with customers with diverse needs. I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: I communicate, explain, or defend ideas or information clearly. I listen to others and recognize potential miscommunications. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: I use logic to identify alternatives to solve problems. I identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Evaluating and defining Video Teleconferencing (VTC) network infrastructure requirements; selecting VTC hardware and software components; coordinating network implementation planning; ensuring the integration of VTC programs and services; and developing solutions to integration/interoperability issues. Education

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:
  • I have successfully completed a Ph.D. or equivalent doctoral degree OR
  • I have successfully completed 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree OR
  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
