You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC/PLCYPLN) Department in the S-6, Marine Corps Combat Service Support Schools (MCCSSS), of TRAINING AND EDUCATION COMMAND.
This announcement uses the OPM Federal Wide direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will serve as regional liaison of the parent command to coordinate the procurement, fielding, and installation of IT services for multiple commands.
You will serve as network administration with responsibility for defining and executing the total breadth of activity required to ensure the continuous availability of the organization’s network.
You will ensure that the organization’s network can provide a wide range of services that are vital to the accomplishment of mission requirements.
You will plan, document, and provide operational policies and procedures in the management of complex automated systems and information technology issues.
You will identify and evaluate future and emerging technologies, such as those related to Web technologies.
You will participate in technical conferences and meetings with other IT personnel within command components of private organizations or other government agencies.
You will draft position papers on IT issues such as the implementation of emerging technologies.
You will develop alternative approaches to addressing issues affecting an organization's mission and programs and recommends solutions.
You will plan and schedule ongoing production-oriented work on quarterly and annual basis, or direct assignments of similar duration.
You will adjust staffing levels or work procedures within the organizational unit(s) to accommodate resource allocation decisions made at higher echelons.
You will justify the purchase of new equipment. Improves work methods and procedures used to produce work products.
Requirements

- This position may require travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Evaluates IT project needs and determines where changes to existing guidelines are required and develops or recommends policy changes required to accomplish these plans.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Analyze and resolve the most difficult customer support requests involving integration or configuration related issues.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: influence and persuade employees and managers to accept and implement findings, advice, guidance, and recommendations in the technology specialty area(s) of the position.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Research and analyze evolving project-related IT issues or problems where the success of the project is dependent on the identification and analysis of complex IT solutions.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector: Manage IT projects, programs and/or special projects, ongoing analyses, investigations, and initiatives for high-level management: organize special committees, workshops, or other gatherings, and/or initiating program reviews; influence new initiatives and projects to improve, facilitate, and integrate programs; and influence and persuade employees and managers to accept and implement findings, advice, guidance, and recommendations.
