You will serve as GOVERNMENT COMMERCIAL PURCHASE CARD PROGRAM MANAGER in the MCIWEST Regional Contracting Office of MARINE CORPS BASE CAMP PENDLETON.
Duties
You will manage and oversee the Government Commercial Purchase Card Program as the Level IV Agency Program Coordinator.
You will participate in meetings, conferences, workshops, seminars related to procurement and material acquisition policies.
You will conduct analysis of procurement trends, practices and operational information to ensure program compliance to Government and program policy.
You will conduct cost analysis to develop budgets and return-on-investment information for the decision making process for upper management.
You will establish Government Commercial Purchase Card policy that to ensure strategic goal of the program and commercial needs of the command are met.
You will develop policy and management tools to monitor compliance for all installations under the Command.
You will facilitate development of user data, proper program documentation and resolution of operational issued and disputes.
You will supervise subordinate personnel in the performance of their duties, coordinating work assignments, evaluating performance, coordinating developmental training and providing guidance to employees.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You may be required to be recalled to duty.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing purchasing activities of a high volume of Government Purchase Card (GPC) holders and approving officials, developing policy and management tools to monitor program compliance, conducting analysis of procurement trends, practices and operational information, and performing cost analysis and developing budgets for a purchase card program for an organization.
