About the Position: This is a permanent, supervisory position with the U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (CEHNC), Directorate of Installation Support and Programs Management, Medical Division located in Redstone Arsenal, AL.
Duties
Oversee and direct the Installation Support and Program Management Division activities.
Conduct periodic coordination meetings to ensure full understanding and communication on critical program issues, budget, and schedule.
Conduct program reviews and analysis briefings to compare progress with objectives and established milestones and to identify measures needed to correct areas where slippage occurs.
Oversee resource utilization (funds and manpower) to ensure utilization in compliance with the pre-approved business plan.
Implement overall program management guidance and policy.
Direct a staff of engineers, technical experts and program/project managers through subordinate supervisors.
Oversee a work environment conducive to effective integration of engineering, construction, contracting, and resource management with Installation Support Programs Management.
Assure the establishment of corporate goals on schedule, cost, scope, and budget in the Program Management Plan (PgMP) for installation support projects in coordination with functional elements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes (1) defining and managing projects and programs in functions of all facets of installation support such as engineering, construction, contracting, project management, and resource management; (2) managing a program budget; (3) performing a full range of personnel management actions; (4) applying problem solving techniques to analyze deviations and develop solutions; and (5) supervising the work of an organization comprised of professional, technical and administrative employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
