You will serve as a Supervisory IT Specialsit (Policy and Planning) the Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) directorate of COMNAVSURFPAC.

Duties

You will develop, coordinate and implement Surface Force policy, guidance, and processes for the operations and maintenance of shipboard IT networks in accordance with Department of Navy (DON) and higher-level Cyber policy. You will serve as the single interface between ships force and all external stakeholders to coordinate tasking and implementation of Cyber related directives. You will develop and manage programs and processes required to sustain Cyber Certification of surface ship IT systems post baseline certification. You will integrate advanced planning, planning installation and testing of both IT and Cybersecurity systems into surface ship depot maintenance availabilities. You will analyze and engage appropriate Fleet, Systems Commands and other stakeholders to addresses unit level concerns regarding allowance and actual manning of cybersecurity workforce. You will oversee implementation of the Surface Force cybersecurity training programs. You will review organization-wide IT management plans and polices. You will provide oversight on enterprise IT and Cybersecurity system Life Cycle Management. You will prepare and present briefing material, at the Flag/Senior Executive Service (SES) level, related to enterprise IT material and operational readiness. You will administer implementation of approved IT and Cybersecurity programs and projects. You will formulate and direct studies, analysis, and other projects in support of improved maintenance, modernization, and repair initiatives for IT and Cybersecurity systems.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role Cyber Policy and Strategy Planner, level ADVANCED, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position required the ability to work in small and/or confined spaces.
  • This position requires the ability to work onboard ships.

Qualifications

In addition to experience demonstrating the four competencies below, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the Federal service or equivalent experience in the private or public sector managing an information technology cybersecurity program to including developing, modifying, and implementing policies, directing projects, delivering solutions, and analyzing shipboard network operations in support of the modernization of shipboard cyber security technology. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Oversee implementation of cybersecurity training programs; provide oversight and guidance to subordinates with the identification of new requirements, project management goals, planning and execution, and near and long-term budget submissions. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Attend conferences and seminars with representatives of higher headquarters and sister services; maintain close coordination with the organization and higher headquarters activities in order to ensure proper services are rendered to users on a timely and effective basis for all information technology areas. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: provide advice or guidance and renders decisions on specific problems brought to attention; Prepare and present briefing material related to enterprise IT material and operational readiness. Identify and present impacts to manning and training and be able to discuss cost, schedule, technical and performance issues related to fielding of enterprise IT systems. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: monitoring project schedules, costs, and performance to identify problems, determine causes and select courses of corrective actions while recognizing the resulting impacts, risks involved, and necessary trade-offs; formulate and direct studies, analysis, and other projects in support of improved maintenance, modernization, and repair initiatives for IT and Cybersecurity systems.
