The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Central point of contact and liaison for assigned aspects of DTIC civilian personnel management and employee time, attendance, payroll, leave, and benefits matters.
Provides technical guidance and assistance to other analysts in the Directorate supporting the Personnel Management Program.
Plans and manages the implementation of all aspects of the training program, Civilian Pay Audit Readiness, and Telework Program.
Collects and analyzes pertinent program data and information; develops statistical and narrative data to justify any changes; and prepares and presents briefings.
Plans and manages the implementation of all aspects of Employee Benefits, Awards Program, Training Program, Financial Disclosures, and Portal HR Content.
Requirements

Qualifications
Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience in utilizing a payroll system (such as Defense Agencies Initiative (DAI) to process pay and leave actions, analyze discrepancies, and recommend solutions to payroll, leave and benefits issues. Experience providing leadership with guidance and recommendations to resolve issues pertaining to civilian payroll.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
