The primary purpose of this position is to : To serve as a Senior Analyst and Branch Chief of the Operations and Intelligence Support Assessments Branch for the Assessments Division. Incumbent will direct and manage Survival, Evasion, Resistance, and Escape (SERE) and Personnel Recovery (PR) related classified projects including analysis, exploitation, requirements development, conduct of technology and other capability assessments, and test & evaluation.
Duties
Duty 1: Lead and Manage the Operations and Intelligence Support Assessments Branch of the JPRA Assessments Division.
Duty 2: Serves as Operations, Intelligence, Training and Requirements Manager.
Duty 3: Liaises with Joint Staff, Military Services, Combatant Commands, and other DOD/IC Program Partners
Duty 4: Exercises supervisory personnel management responsibilities.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZE EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery level knowledge of the DOD PR system, multinational PR organizations, policies, legislation, and directives to plan and develop relationships and guidance for the application of complex procedures and techniques to diverse situations and varying degrees of management control (managing, planning, budgeting and executing PR plans and programs utilizing diverse DOD and multinational support structures and interagency cooperation on advanced concepts, principles and practices). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1: Specialized knowledge and understanding of operational Survival, Evasion, Resistance, and Escape (SERE) tactics, techniques, and procedures.
2: Knowledge of organization, and roles, and functions of the JCS, Theater, USSOCOM, and JSOC
3: Knowledge and expertise in training, sustainment, exercise, and force enabling mechanisms supporting national level capabilities to include IJSTO, ACCM programs, operations security, DoD, and Joint Staff sensitive security programs and risk analysis. Ability to manage and evaluate programs to meet Joint Staff, Office of Secretary of Defense, Services, Combatant Commands, Department of Defense Agencies, ODD Field Activities, other government agencies, and other program partners' requirements.
4: In-depth knowledge in special mission unit personnel, capabilities, and their tactics, techniques, and procedures.
5 : Knowledge of requirements management, budget management, and management control programs, contract management, project management, and forecasting as well as contract Quality Assurance roles and responsibilities.
6: Extensive skills and abilities in researching analyzing, synthesizing, planning, and executing complex Personnel Recovery-related research, training, support, exercise, and operational outcomes into finished products, policy documents, and capabilities using qualitative, quantitative and/or mixed methods. Broad knowledge of operations Personnel Recovery joint tactics/procedures and reintegration
7: Ability to expertly communicate, both orally and in writing, across multiple mediums to make authoritative and in-depth presentations to senior military/government civilian personnel; able to negotiate complex issues and maintain extensive collaborative working relations with program partners.
8: Ability to plan, organize, and direct the functions of a staff. Demonstrated experience in supervision, management, strategic planning, and utilization of human resources while achieving affirmative action and EEO goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
