The Incumbent is responsible for providing a variety of management services essential to the direction and operation of the North Florida/ South Georgia Veterans Health System Dental Service.
Duties
Develops formulates and provides all essential data for the annual budget forecast submission, based on studies of past expenditures, knowledge of clinical service requirements, program plans and workload forecasts.
Exercises fund control authority and establishes internal methods of control to insure that funds are used according to operating plan.
Actively participates in organizations planning process, reviews and analyzes budgetary and fiscal data.
Incumbent fully participates in performing long-range planning for all resources.
Analyzes additional and replacement equipment requests and assists the Chief, Clinical Service in establishing their priorities.
Initiates all repair, replacement, new acquisition and disposal of equipment requests.
Develops the need for and maintains an awareness of available resources, and makes recommendations to the Chief, Dental Service regarding needs, distribution or redistribution of these resources.
The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Maintains budget control records and assures that funds are used in accordance with the operating budget.
Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization.
Work Schedule: MONDAY through FRIDAY, 7:00AM to 3:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.) Developing, formulating, and providing all essential data for the annual budget forecast for submission, based on studies of past expenditures, knowledge of clinical service requirements. 2.) Hearing and resolving minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. 3.) Developing short and long range goals and coordinating the quality assurance plan for the organization. 4.) Identifying and providing training needs and finding ways to improve production or increase the quality of work. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree-or -2 full years of progressively higher-level graduate education leading to such a degree-or-LL.B. or J.D. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Physical Requirements: Work is performed in a typical office setting and mostly sedentary. However, there is frequent walking since most of the employees are located throughout the facilities. Some travel will be required. Recurrent rounds must be conducted, as well as minimal standing, bending, carrying of light items, such as papers, files, books, supplies etc.
