About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as the Division Chief of a region of Network Enterprise Centers, located in Fort Belvoir, VA.

Duties

Reviews and analyzes existing processes; recommends to the RNEC Director and Deputy the improvements, new workflows, and revised business models. Integrates business process changes into existing automated management and Command and Control (C2) systems. Develops detailed plans, goals, and objectives for the Division's long-range implementation and administration of assigned activities. Analyzes unique problems and develops solutions or recommends corrective actions. Identifies operational deficiencies and recommends priorities for modernization. Provides and generates reports of analyses and processes the information IAW program procedures. Provides executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions. Determines and approves training needs and establishes formal training plans. Establishes performance standards and evaluates employee performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position may require shift work. Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
  • This position requires compliance with Drug Abuse Testing Program requirements – pre-employment and random drug testing.
  • This position requires the employee to occasionally travel away from the normal duty station 20% of the time.
  • This position is designated Special Sensitive -- in order to perform the duties of this position, the incumbent must be eligible for, receive, and retain a Top Secret Compartmented (SCI) clearance based on a Tier 5 (T5) Investigation.
  • Incumbent must be able to obtain and maintain a government vehicle operator permit and may also be required to travel to various remote locations. The distances will vary depending upon requirements but can involve up to 40 miles for a round trip.

Specialized experience would be demonstrated by facilitating the identification and determination of alternative ways to achieve program objectives within fiscal constraints; coordinating the work of branches to ensure that short-term and long-term goals and objectives are met; utilizing available resources to execute projects designed to create business value and meet organizational IT requirements; and ensuring appropriate analysis is conducted to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative program effectiveness within an organization. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
