You will serve as a MANAGEMENT ANALYST (MILPERS) in the TOTAL FORCE MANPOWER MANAGEMENT DEPARTMENT of COMMANDER NAVY REGION HAWAII.
The salary range for positions filled at the GS-11 is $75,640 to $98,330.
The salary range for positions filled at the GS-12 is $90,662 to $117,856.
Duties
You will analyze mission, function, and tasks against long term requirements to identify operational and strategic capabilities.
You will present findings and recommendations for improvements to managers.
You will analyze deficiencies to develop resolutions to problems.
You will prepare correspondence on process improvements to managers and staff.
You will analyze statistical data to develop reports.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-12 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying military personnel program and manning administrative laws, policies, and regulations to advise leadership on program effectiveness; 2) Analyzing manning levels, identifying discrepancies, and creating informational reports and provide to management; 3) Reviewing/evaluating all military personnel documents (i.e. PCS orders, Duty Assignments) and Personnel Manning Action Requests; 4) Conducting qualification analysis against billet requirements to ensure appropriate assignments are made; 5) Reviewing military personnel changes in assignments to determine critical manning requirements. FOR THE GS-11 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Creating reports reflecting onboard strengths, prospective onboard counts and identifying potential gaps in military manning; 2) Reviewing historical data, analyzing future manning requirements and advising on strength problems; 3) Conducting qualification analysis for incoming military personnel against billet requirements verifying valid assignment; and requirements; 4) Analyzing and evaluating new directives and instructions to determine their applicability and impact on military personnel services. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-11 GRADE LEVEL:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
