About the Position: The Communications-Electronics Command (CECOM) Software Engineering Center (SEC), headquartered at Aberdeen Proving Ground, Maryland, is one of the most experienced and comprehensive support centers within the DOD.
Duties
Serves as an expert analyst and/or advisor for Project Management (PM) regarding assigned administrative and technical programs.
Identifies or shapes the goals of the organization supporting programs such as budget/funding, resource requirements, human resources management, and property management.
Provide direction, guidance, leadership or coordination of a wide variety of functions/programs to include acquisition, facilities, manpower, or physical security.
Oversee field operations as it relates to sustaining software on fielded systems.
Provides advice to achieve organizational/corporate goals and initiatives.
Interface with technical managers, senior staff and directorate staff on mission programs.
Manages subordinate staff performing a wide variety of functions to enable the linkages between field support/mission readiness and the organization’s short and long-term goals and objectives.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
- Occasional temporary duty (TDY) travel is required away from the duty station up to 20%.
- A one-year supervisory probation period is required unless requirements have previously been met.
- This is a Critical Acquisition Position (CAP). Acquisition Corps Membership is no longer required for Critical Acquisition Positions (CAP). CAP selectees must execute a 3-year tenure agreement.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Basic Requirement for Supervisory Management Analyst:
To qualify at the DE-04 pay band (GS-14 grade level or higher equivalency): Applicants must have one year of specialized experience at the DE-03 pay band (GS-13 grade level or higher equivalency) in the Federal Service which includes: 1) Conducting manpower or resource management functions (such as budget/financial activities or resource allocations, etc.); 2) Review or support technical or administrative plans, programs, or policies for a project; 3) Support the efficient utilization of personnel, budget/funding, equipment, or space for the accomplishment of program objectives; and 4) Communicate with internal or external customers to achieve organizational goals.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03/GS-13).
