This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Asst. Director, Emergency Management and Resilience Division. The specialist is responsible for programs that include Continuity of Operations Planning (COOP) and Continuity of Government (COG). This includes establishing guidance, policy, plans, coordination and tracking of improvements and readiness status for continuity programs that supports the AOC and other branches of Government.
Duties
This position is considered "essential" for purposes of reporting to work when the facility might otherwise be closed. Also may involve working shifts for 24/7 coverage and require on-call support to 24/7 operations, including deployment to support the OCSO Security and Emergency Management Program.

To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Coordinating all phases of emergency management and continuity of operations planning including prevention, preparedness, response, recovery, and mitigation.
Developing organizational training plans and procedures to support continuity response operations for military or government agencies.
Advising government, military or large security organizational structures on emergency response actions; and
Interpreting laws, policies, and/or regulations in order to make determinations on emergency management to close gaps and mitigate risk.
To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Knowledge of emergency preparedness policies, procedures and regulations related to the federal and military continuity of operation programs and planning;
Recommend solutions to improve federal, military or natural disaster emergency operation processes; and
Participating in the development of emergency exercises of federal, state, and local government or military activities.
