The primary purpose of this position is to serve in a unified Combatant Command (COCOM) position, serving as the recognized authority and primary advisor to the Deputy Chief of Staff / Chief of Staff for all Financial functions. Plans, develops, and directs advisory and support services for the Command Group and the Special Staff -wide programs.
Duties
At the USCENTCOM Command Group, performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the USCENTCOM / Air Force budget.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as: direct, multiyear, and no-year appropriations.
Performs budget analysis work involving the costing, programming, presentation, and execution of Command group resources.
Performs budget integration work involving responses to resourcing questions and inquiries from Congress, OSD, and USCENTCOM staff on Directorate programs.
Participates in discussions, meetings, and conferences, and serves on panels or committees; supports organization's mission and goals; presents briefings. Manages and serves as the reorganized focal point and administer for several government programs including the Defense Travel System (DTS), Agency Program Coordinator for the Government Travel Card (GTC) program, and administration and approving official for the Government Purchase Card (GPC).
Requirements
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation
- A non-disclosure agreement must be signed
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- May be assigned other duties not included in this PD but are appropriate to the grade and skill set of the incumbent
- Employee may be required to accomplish additional duties as assigned
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed and intensive knowledge of the DoD and USCENTCOM program and budget processes, including knowledge of the contracting process, and a comprehensive knowledge of OMB, Congressional, DoD, higher headquarters, and Command policies, directives, procedures, practices and processes to develop, recommend, and implement budgetary and financial policies and to develop new methods and techniques to forecast long-range funding requirements and budgetary and financial relationships between financial offices, budgets and programs of other agencies Components, and organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of oral, written, and visual communication concepts, principles, policies, practices, methods, applications, techniques, standards, and trends; analytical methods; interpersonal relations practices applicable to researching, planning, developing, coordinating, and evaluating new information materials for information programs.
Detailed, intensive knowledge of the concepts, principles, practices, laws and regulations which apply to budgeting for a Joint Command and Service Components utilizing commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs.
Detailed knowledge of and skill in applying and implementing the policies and regulations of DoD, the Services, and USCENTCOM that affect financial and budgetary management methodologies, terminology, and analytical and evaluative methods, as well as skill in applying program evaluation and measurement techniques.
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; AND Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of DoD organizations.
Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
