The primary purpose of this position is: to serve as the Chemical, Biological, Radiological, and Nuclear Countermeasures (CBRN) Program Analyst within the Cooperative Defense (CD) Branch.
Duties
Serves as HQ USCENTCOM primary representative for all events and activities relating to the Chemical, Biological, Radiological, and Nuclear Countermeasures (CBRN) mission. Serves as the lead for all Cooperative Defense Program (CDP) CBRN efforts in the AOR with particular focus on passive defense.
Represents HQ USCENTCOM to other Combatant Commands, the Joint Staff, the Office of the Secretary of Defense (OSD), Defense Threat Reduction Agency (DTRA), Department of State (DoS), State Partnership Program (SPP), the Interagency (e.g. Department of Energy (DoE), and the Department of Homeland Security (DHS), etc.), and International partners.
Participates in the development of Chemical, Biological, Radiological, and Nuclear Countermeasures (CBRN) policy as it relates to Area of Responsibility (AOR) Host Nation (HN) integration into wartime and contingency planning.

- This is a Centrally Managed position in the Operations Career Field.

This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is Emergency-Essential (EE). The incumbent of this position must meet all requirements of EE positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority: The incumbent or designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an EE position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the EE duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DoD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty.
LAUTENBERG AMENDMENT: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects (e.g., apportionment of resources), and HQ USCENTCOM and DoD level CBRN actions and activities and their relation to apportionment of HQ USCENTCOM resources. Analyzes impact on war plans, theater engagement, and activities associated with current CBRN issues; In-depth knowledge of the Joint Staff and Office of Secretary of Defense CBRN organizations, policies, doctrine and strategies. Skill in negotiating critical issues with counterparts from OSD, other agencies (e.g. DoE, DoS, and DHS, etc.), the Joint Staff, the Defense Threat Reduction Agency, other combatant commands as well as regional allies and partners. Possession of sufficient rank and/or stature to lead Directorate-level teams to address critical issues with HQ USCENTCOM and Joint Staff Counterparts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of OSD policies with regard to strategic Cooperative Defense Program (CDP) Chemical, Biological, Radiological, and Nuclear Countermeasures (CBRN) direction, policy guidance, budgeting, planning considerations, and current activities on WMD and CBRN responsibilities in the AOR.
Knowledge of CBRN program goals and objectives and status of current initiatives
Knowledge of CBRN and wide-ranging CD-related programs, and established procedures for coordinating CDP CBRN activities within the HQ USCENTCOM AOR.
Knowledge of CBRN plans and policies and the sequence and timing of key CBRN planning events, milestones, and methods of evaluating the effectiveness of planning actions as relate. to actual events.
Knowledge of the relationship of various HQ USCENTCOM, OSD, other agencies (e.g. DoE, DoS, and DHS, etc.) and International entities involved in overall planning and execution of CDP CBRN related operations and evaluations.·
Ability to discuss and/or negotiate complex issues with high-ranking US and foreign military officers as well as HQ USCENTCOM representatives, OSD, and other agencies (e.g. DoE, DoS, and DHS, etc.) while maintaining good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
