About the Position: The primary purpose of this position is to serve as a senior action officer on issues and projects related to financial management and Travel Program management. The employee performs various financial and resource management analyses for the command and units. Independently interprets and explains travel and finance policy; provides guidance in the application of related laws, regulations, policies, precedents, methods and techniques of travel program and finance analysis.
Duties
Use compiled financial data to provide expert advice to senior leadership.
Utilize audits of financial data to ensure proper use of travel card program by users.
Review statistical data to recommend effective financial management program changes to higher authorities.
Gather budgetary research data to assure long and short-range program objectives are met.
Conduct thorough analysis of federal policies (i.e., Department of Defense and Depart of Army Policies) to ensure financial program is in compliance.
Utilize established financial directives to determine the performance of assigned financial management program.
Manage the travel program by tracking monthly travel card expenses in designated travel automated system (i.e., Defense Travel System).
Collaborate with multiple organizational components to determine solutions for travel card delinquencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Financial Management Level 2 Certified position designated.

Specialized Experience: one-year specialized experience that includes utilizing financial management policies to provide guidance to personnel within budgeting sector of organization; collecting data to analyze travel program requirements; presenting prepared financial data to senior leadership; and managing multiple program areas to ensure financial management compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
