This position is located in the Office of Environmental Compliance, Office of the Associate Administrator for Environment and Compliance, Maritime Administration (MARAD).

Duties

This position is established to assist the Office Director and senior environmental staff in the planning, coordinating, and implementation of environmental activities of the Maritime Administration.  Although the position is broad in scope, the employee's duties are focused primarily on the National Environmental Policy Act (NEPA) and general environmental compliance for the Agency.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience in the processes and procedures of the National Environmental Policy Act and the Deepwater Port Act. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in the processes and procedures of the National Environmental Policy Act and historic preservation issues when making project decisions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, principles, and practices of domestic environmental laws and regulations, sufficient to provide advice to representatives internal and external to the agency and to effect solutions to unique unusually complex or potentially controversial environmental matters. Skill in using standard data gathering and analysis techniques sufficient to (1) collect and review technical information on environmental issues and activities or quality and (2) identify and solve problems of a procedural or factual nature. Ability to communicate effectively orally and in writing in order to prepare and conduct briefings and training programs, support conferences, and write reports and letters.
