Joining the Secret Service, Office of the Chief Financial Officer, Financial Management Division/Risk Management and Assurance Branch will allow you to execute strong financial stewardship of USSS resources, provide exceptional service and transparency to our stakeholders, and administer guidance and oversight for all financial matters in support of the USSS investigative and protective mission. The incumbent analyzes, evaluates, develops, and implements financial system software.
Duties
The selectee will serve as a/an Financial Systems Analystin the Office of the Chief Financial Officer. Typical work assignments include:
Assisting with the analysis and implementation of financial management system software and enhancements for utilization by the Office of the Chief Financial Officer and users throughout the Secret Service.
Selecting appropriate techniques to improve the effectiveness of the specific systems functions.
Formulating detailed application proposals which identify specific products or functions to be developed or implemented for the user, estimates of required resources, and specific features, such as inputs, outputs, operating mode, file layouts and system interrelationships.
Interpreting new legislation and Secret Service directives and program and policy statements for impact on assigned systems and formulates Secret Service system guidance and implementing instructions.
Qualifications
GS-11:
A. Specialized Experience: Applicant must possess one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Collaborating with senior staff members to review procedures and/or guidelines of financial systems;
Reviewing financial system developments to report status updates to senior management; and
Assisting with the maintenance of financial application modules to improve the effectiveness of system functions.

B. Have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree; or successfully completed a Ph.D.; or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

C. Have less than one year of experience as described in A and less than 3 years of graduate level education as described in B. However, I have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Note: Only graduate education in excess of the master's level [generally 36 semester hours] may be used in this calculation.

GS-12:
Specialized Experience: Applicant must possess one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Providing input to the design and development of integrated systems to improve office functions;
Analyzing and/ or monitoring financial system software to provide technical assistance regarding capabilities and utilization; and
Monitoring and/or assessing financial systems control and/or security performance to ensure compliance with policies and procedures.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
