Duties
You will utilize the Defense Information System for Security (DISS) web application to verify the contractor meets background investigation eligibility for CAC issuance.
You will utilize (ICAM) system to interface with DEERS and the Real-Time Automated Personnel Identification System (RAPIDS) to submit and approve contractor CAC applications, allowing for the issuance of CACs to NIWC affiliated contractors.
You will conduct quarterly CAC verification in CCRS (Contractor CAC Request System)/ICAM or successor system to verify contractor information is complete and accurate; transfers CAC applications to other MPAS when required.
You will interface with Contracting Officer Representatives (CORs) for verification of CAC issuance; documents and reports Lost/Stolen CACs to DEERS and Real-Time Automated Personnel Identification System (RAPIDS) offices.
You will service the DISS record of individual contractors to ensure NIWC Pacific has security cognizant over any derogatory changes to a subjects DISS record and CAC eligibility.
You will review and processing personal foreign travel requests and debriefs, generating and summarizing quarterly foreign travel reports.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NO-03:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band NO-02 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing/processing personal foreign travel requests/debriefs and verifying security clearance eligibility for SAAR-N requests. Initiating the appropriate security clearance investigation (SF-86) in NBIS.
NO-02:
Your resume must also demonstrate at least 3 years, 1 year of which was equivalent to at least GS-04 grade level or pay band NO-01 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assists in reviewing/processing personal foreign travel requests/debriefs and verifying security clearance eligibility for SAAR-N requests.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
NO-02 (GS-5):
4-year course of study leading to a bachelor's degree
NO-03 (GS-09):
master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
