This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM).
The primary purpose of this position is to facilitate movement towards the target architecture through applications of frameworks and methods while minimizing impact to current stakeholders.
Non-BU: This is a non-bargaining unit position.
Duties
As a IT Specialist (ENTARCH), GS-2210-14, your typical work assignments may include:
Serves as the lead Architect (Arch) to OBIM, providing expert knowledge of IT enterprise architecture and technologies, EA repository
solutions, Federal Enterprise Architecture methods, reference models and the leading architecture frameworks, i.e. Zachman, Department of Defense Architecture Framework (DoDAF), Federal Enterprise Architecture Framework (FEAF), etc. Is responsible for developing and maintaining the enterprise architect's (EA's) blueprint, and integration points between OBIM and DHS enterprise architectures.
Oversees and maintains the EA's artifacts within the DHS Enterprise Architecture Repository. Maintains the meta-model and the configuration of frames, rules, constraints, models and theories for use in the architecture development process.
Advises senior management on the strategic planning process for enterprise data management and information sharing functions promoting the integration of long-range plans with DHS planning, budgeting, and management objectives.
Plans work to be accomplished, set priorities, and establish schedules for work completion. Sets priorities, furnishes guidance and establishes milestone schedules for work or project completion. Ensures timely performances of work and high-quality standards are met.
Formulates, plans, implements, manages, tracks and evaluates large scale and extremely complex IT enterprise architecture projects and their associated requirements and risks.

Qualifications
NDIVIDUAL OCCUPATIONAL REQUIREMENT
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below:
Attention to Detail: Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service: Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
Oral Communication: Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

SPECIALIZED EXPERIENCE
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:
Performs strategic planning, technical requirements documentation, policy and concept development, interpretation, and implementation for extremely large-scale biometric identification systems.
Provides technical architecture guidance to internal and external customers, ensuring compatibility, interoperability, limiting development, maintenance costs, reconciles gaps, evaluates and prioritizes alternatives.
Leads collaborative technical efforts incorporating the National Information Exchange Model (NIEM) framework promoting optimal information sharing and interoperability for capture of exchange requirements, process models, business rules, Extensible Markup Language (XML) schemas, and sample XML instances.
Provides oversight for the architectural principles, standards development, approval, and implementation, and adherence affecting
development, maintenance, and use of the architecture; and related decision-making guidance for designing and developing information systems.
