There is an anticipated vacancy for an attorney to serve as an Attorney Advisor within the Office of the Counsel (OGC), Strategic Systems Programs (SSP). The incumbent may also provide advice to SSP Headquarters and other SSP field activities and detachments.

Duties

You will provide legal advice to Strategic Systems Programs (SSP) Headquarters and other SSP field activities and detachments, as requested. You will provide legal advice in areas of civilian personnel law, ethics and Standards of Conduct, Freedom of Information Act (FOIA), and support agreements. You will provide legal services in other DON OGC areas of practice, if called upon. You will provide legal advice in support of administrative investigations and SSP Inspector General investigations. You will advise clients and represent the command on matters involving employee performance, discipline, union matters, and Equal Employment Opportunity (EEO). You will litigate cases before the Equal Employment Opportunity Commission, the Merit Systems Protection Board, and other fora. You will provide legal advice, both written and oral, and communicate with other federal government attorneys and members of the private bar. You will perform such other duties as assigned by the Counsel, SSP, Deputy Counsel, SSP, and Supervisory Associate Counsel, (Civilian Personnel Law and General Law).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

The position will be filled at the NH-04 level (General Schedule (GS)-14 equivalent) under the Acquisition Demonstration Project (AcqDemo) performance management system. The precise pay will be set commensurate with the successful applicant's qualifications, funding availability, and AcqDemo pay guidelines. To be eligible for selection at the NH-04 level (GS-14 equivalent), the applicant must have at least three-and-one-half years of recent and relevant successful legal experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The successful applicant must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
